Special needs: Seeking the wisdom of Solomon

"There are good people who fear the emergence of school choice," Patrick McGuigan writes in this month's issue of Perspective. "In that fear, they are wrong, but most of them mean well. They are wrong about special-needs scholarships because they have not yet incorporated the fundamental wisdom of Lindsey’s Law: The needs of the child should outweigh the needs of the system."
